Dear Shareholders, In the wake of the devastating wildfires, we want to take a moment to express our deepest gratitude for your patience, resilience, and unwavering strength. The past few months have tested us all in ways we never could have imagined. Each day, we wake up to navigate a new reality shaped by loss, uncertainty, and the immense challenge of rebuilding. Rubio Cañon Land and Water Association, has been working tirelessly to restore full water service to everyone who has been able to return home. For those still rebuilding, please remember that we are here and ready to assist you when you return. The firestorms that swept through Altadena placed extraordinary strain on our water systems and the agencies that oversee them in ways no one could have fully anticipated. As smaller, community-owned water providers, we faced these challenges with limited resources, yet we remained committed to restoring safe, reliable water as quickly as possible. Through our team's dedication and the collective efforts of our community, we made steady progress, keeping pace with some of the largest utilities as they also worked on their post-fire recovery efforts. Recovery is ongoing, and we know that state regulators are adapting to these unprecedented challenges just as we are. We appreciate their collaboration and commitment to ensuring public health and safety along every step of the way. Most of all, we appreciate you—our community. Your patience, support, and resilience inspire us every day. It is our honor to serve you, and we will continue standing with you as we rebuild together. Customer Service

Starting Service:
  • If you are a tenant/renter you will need to contact our office to begin service. You will be required to provide the property owner’s contact information or authorization prior to receiving water. You may fill out the Owner/Tenant Affidavit Form available below. Please email completed form to service@rclwa.org.
  • If you are a new property owner in our service area, your account is set up with your Escrow Company handling the purchase. Please inform your Escrow Company and have them contact our office immediately.
  • If you are an actual Escrow Company and would like to download and print our Change of Ownership form, you can do so below. Once you have completed the information you may fax it to our offices at (626) 797-0520 or email the completed form to service@rclwa.org.
Reporting a Problem:
  • Life Threatening Emergencies, dial 911
  • If you notice a leak at your meter or within the street, contact customer service at (626) 797-0509.
  • If you have a question(s) concerning your bill or meter reading, contact customer service at (626) 797-0509.
  • If you need to schedule an appointment to have your meter turned-off, please contact customer service at (626) 797-0509.
  • If you would like to write us with concerns about Rubio policies or procedures, you may send a letter addressed to the General Manager:

  • Pay in person (cash or check) at the Rubio Cañon office, 583 E Sacramento St. Altadena CA 91001. Monday thru Thursday from 7:30 a.m. to 12:00 p.m. or 1:30 p.m. to 4:00 p.m. Office is closed every Friday.
  • Pay by mail 
  • Drop your payment off at the Rubio drop box, located at the front of our building (Available 24 hrs)
